Organization complies with the administrative division of the country. Main organizational unit is the bundle- composed of 5 to 15 people. Within the bundle are separated cells of five people, and there is a Head of the bundle to lead it. A few bundles make a local organization subordinated to the local Chieftain, who appointed the Heads of the bundles, and he was appointed by the District Inspector. Local organizations in the administrative region formed a district. There were 16 District Directors (one for each district), subordinated to the Supreme Committee and appointed by it.
Supreme Committee consists of six people, one of whom is the Chairman. Members are elected by the Board of Directors for four-year term. Board of Directors is the highest governing body and is convened every two years in October.
16-17 October 1926 in the capital takes place the first council of the District Directors. The Supreme Committee is elected - Boris Sirmanov (for Chairman), D. Dobrev, Iliya Grozdanov, Tsvetan Tabakov and Iliya Sirmanov.

Members of the Supreme Committee are called voevodes.

By 1930 the leadership of BNU“Kubrat” holds the concept for the superiority of the quality of membership over the quantity. Preferred by “Kubrat" way of completing the bundles is the personal acquaintance and friendly relations.

In that framework are formed two committees - financial and editorial, by three people each. Founded is also secretariat of three Principal Secretaries - members of the Committee. Very strong for “Kubrat” members is the cult to Bulgarian history.
BNU “Kubrat” considered the obligation to respond for all cases of disaster, patriotic civic and public initiatives. The aim of the union is to present as an educational and civic factor in all areas accessible to the public. It teaches the members to be guided by the principle "work, hierarchy, discipline and competence" and also teaches in industry, frugality, rationality, dedication, determination, compassion and in any Christian virtues.
When the government is changed in June 1931, BNU“Kubrat” flows in another organization with fascist ideas- "Homeland protection", and perceived the direction for holding a clean race, preached by the German nationalists.
